Protecting Canada's Future: Critical Minerals and the Nation's Industrial Strategy

By
Kevin Vuong, MP

In Canada, Chinese state-owned companies, thinly-veiled arms of the Chinese Communist Party, have free rein to buy up mining claims and prospect for critical minerals. Indigenous peoples in Canada are not consulted as they see Chinese land claims pop up on their territorial lands.

I called on the federal government to send a clear signal to Beijing and stand up for Canada's national security and sovereignty:

The Trudeau government's industrial strategy, which has included tens of billions in taxpayer-funded subsidies to Volkswagen and Stellantic, hinges on an integrated supply chain. But how much manufacturing is possible if the inputs are in short supply or, heaven forbid, non-existent because they've been shipped overseas?

This effort is part of a broader effort by me and my office to shine a light on foreign interference within Canada, and the need to take immediate action to protect Canadians, our industries, and our democracy from those who would seek to dismantle our institutions and disrupt our way of life.

Canada-Australia Comparative Analysis

Australia presents us with an excellent case study for how a democratic country with many similarities to Canada can take effective action to combat foreign interference. Both countries are resource-based economies with similar geographies, populations, as well as parallels in urban vs. rural and multicultural characteristics.

But unlike Canada, Australia has created a foreign agent registry and taken action, even at significant economic cost. In 2022, 25.9% of Australia's exports went to China, as opposed to only 3.7% of Canada's exports.

Protecting Canadians from Intimidation Tactics

The Chinese Communist Party uses various tactics to intimidate Canadians and influence our politics. As home to Toronto’s Chinatown and where one in seven of our neighbours are, like me, of Chinese heritage, it should be no surprise that our community of would be a high priority target.

I don’t want anyone to have to go through what I did — and have their name dragged through the mud by one false allegation. We must not allow foreign operatives to weaponize false accusations to silence critics:

Moreover, with the infiltration of our businesses and the operation of pseudo Chinese police stations intimidating people on our soil, it is critical that the Trudeau government ceases its do-nothing approach and stand up for our people:

When necessary, the Canadian government must demonstrate to foreign governments that we will always stand up for our people, our values, and our institutions. This must include a willingness to exercise our rights under the Vienna Convention for Diplomatic Relations and declaring bad actors as Persona Non Grata to demonstrate our nation's resolve:

Defending Canada's Economy & Infrastructure

With the rise of despotism in the world, the Trudeau government has stated that protecting the country from the threat of foreign interference is one of its top priorities. Yet its track record of defending our democracy and the Canada Elections Act has told the opposite. I continue to advocate for immediate action:

Preserving the Integrity of Canada's Democracy

Foreign operatives have interfered in Canada’s electoral system and our democracy. Media and CSIS documents have indicated that senior members of the Liberal party and caucus were involved. I continue to call attention to the weaknesses in the nominations process and donations systems, while sounding the alarm on the seeming williness of the Trudeau government to tolerate pro-Beijing MPs in their own caucus:

Foreign funds cannot be used for partisan purposes, which means we must prevent foreign-minded puppet candidates seeking party nominations and running in elections. Canada must stop being a doormat for Iranian and Chinese governments:
